Job mission

Under the authority of the Executive Director of the European Audiovisual Observatory, the incumbent will manage the Department for Information on Markets and Financing of the European Audiovisual Observatory. He/she will organise and process the market and financing information and data held or coordinated by the Observatory, in accordance with procedures, guidelines and priorities and with a concern for quality, efficiency and accuracy.

Key activities

The incumbent performs the following key duties:

- managing the work of the Department Information on Markets and Financing of the Observatory, including defining work proposals for the Executive Council and Advisory Committee, elaborating the Department’s budget needs and managing its staff (currently 5 analysts and 1 assistant);
- advising the Executive Director on the development of medium and long-term strategies; providing economic advice on operational questions relating to Observatory products and services;
- developing products and services of the Department, negotiating related contracts with clients of the Observatory such as the European Commission;
- organising the gathering and analysis of data on the audiovisual markets and on the financing policies applying to the industry;
- defining, editing and contributing to publications and reports concerning the European audiovisual markets, in particular coordinating and editing the Yearbook and contributing to the website of the Observatory; supervising the maintenance and update of 5 databases;
- maintaining relations with the Observatory's network of partners, professional organisations and providers of data, with the European Platform of Regulatory Authorities as well as national, international and European agencies operating in fields related to the Observatory's activities;
- representing the Observatory in public settings, institutional and professional events;
- promoting transparency of the economic situation of the audiovisual markets, inter alia by coordinating working groups set up or coordinated by the Observatory for this purpose and by contributing on behalf of the Observatory to workshops, seminars and publications;
- representing the Executive Director during his/her absence in matters relating to the above mentioned responsibilities.

Eligibility Requirements

Only applicants who best meet the following criteria will be considered for shortlisting. Criteria marked with an asterisk (*) are statutory requirements.

• Qualifications: higher education degree or qualification* equivalent to a masters degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area) degree in economy, business, sociology, political science, media studies or related field.
• Experience: at least 6 years of professional experience in socio-economic research and/or studies in the field of media, film and/or creative industries;
• Language requirements: a very good knowledge of one of the official languages (English or French) in oral and written communication and good knowledge of the other.
• Nationality*: nationality of one of the 47 Council of Europe member states.
• Age*: under 65 years of age at the closing date of the vacancy notice.

The selection procedure consists of shortlisting, assessment(s), and a panel interview.  Assessments may include one or more of the following: ability tests, behavioural questionnaires, job-related examinations, situational exercises, language tests, interviews and full assessment centres. At least one assessment will be eliminatory.

Depending on the number of applicants, the length of the required professional experience may be increased.

Candidates with the best results in the previous stages of the procedure (tests, exams, etc.) will, as a last stage of the procedure, be invited for an interview with a panel.

Following this competition, a reserve list of successful candidates, in order of merit, may be established. This list will be valid for two years with the possibility of extending it to a maximum of four years. It should be noted that placement on a reserve list does not give candidates the right to an appointment within the Council of Europe.  The choice of candidates from a reserve list is not made solely according to the order of merit but also takes into account the requirements of the position to be filled and the qualifications of the candidates.

During the period of validity of the reserve list, candidates on the list may be offered employment on a fixed-term contract, which may be renewed one or several times. There is a statutory probationary period of two years.

The compulsory retirement age is 65.

Set up in December 1992, the European Audiovisual Observatory is the only centre of its kind to gather and circulate information on the audiovisual industry in Europe. The Observatory is a European public service body with 40 member States and the European Union, represented by the European Commission. It owes its origins to Audiovisual Eureka and operates within the legal framework of the Council of Europe. It works alongside a number of partner organisations, professional organisations from within the industry and a wide network of correspondents.
