Job mission

FIXED-TERM CONTRACT

 

 

Under the authority of the Director of Communications and the Head of the Web and Audiovisual Communication Division, the incumbent carries out a range of creative and technical duties in the area of the Organisation’s web communication and contributes to the smooth running of the Web Consulting and Design Unit, in accordance with general guidelines and priorities.

Key activities

The incumbent performs the following key duties:

  • works on general web graphic design, computer graphics, standard or specific page templates, ergonomic aspects and prioritisation of information access;
  • maintains and develops the Organisation’s web graphic charter in line with web standards and in compliance with W3C recommendations;
  • provides a link between business needs and the graphic, structural and semantic adaptation of relevant web pages, sites and spaces;
  • in liaison with internal departments and with CoE IT teams, takes part in designing and deploying the templates, themes and layouts of the Organisation’s web sites;
  • prepares and contributes to the graphic and ergonomic adaptation of business needs to the functional possibilities of the CoE’s IT tools, in particular CMS LifeRay;
  • configures the functionalities of CMS and the web tools for departments’ needs;
  • helps write and adapt scripts (CSS, HTML);
  • develops optimised mobile and responsive design versions;
  • helps develop, test and deliver solutions;
  • prepares, contributes to and conducts workshops or training courses designed to pass on web best practices and support the site users;
  • assists users, in particular regarding indexing and the qualitative approach to content;
  • helps manage web projects.

Eligibility Requirements

Only applicants who best meet the following criteria will be considered for shortlisting.

 

Qualifications:

  • completed full course of general secondary education and higher education degree or appropriate professional qualification in art, visual art or web design.

 

Experience:

  • 3 years professional experience in the fields of the design of web sites and computer graphics; at least one year’s advanced experience of CMS LifeRay; very good knowledge of the functional coverage and configurations of CMS LifeRay.

 

Language requirements:

  • very good knowledge of one of the official languages (English or French) and good knowledge of the other.

 

Nationality:

  • nationality of one of the 47 Council of Europe member states.

 

Age:

  • under 65 years of age at the closing date of the vacancy notice.

The selection procedure consists of shortlisting, assessment(s), and a panel interview. Assessments may include one or more of the following: ability tests, behavioural questionnaires, job-related examinations, situational exercises, language tests, interviews and full assessment centres. At least one assessment will be eliminatory.

 

Depending on the number of applicants, the length of the required professional experience may be increased.

 

Candidates with the best results in the previous stages of the procedure (tests, exams, etc.) will, as a last stage of the procedure, be invited for an interview with a panel.

 

Following this competition, a reserve list of successful candidates, in order of merit, may be established. This list will be valid for two years with the possibility of extending it to a maximum of four years. It should be noted that placement on a reserve list does not give candidates the right to an appointment within the Council of Europe. The choice of candidates from a reserve list is not made solely according to the order of merit but also takes into account the requirements of the position to be filled and the qualifications of the candidates.

 

During the period of validity of the reserve list, candidates on the list may be offered employment on a fixed-term contract, which may be renewed one or several times. There is a statutory probationary period of two years.

 

The compulsory retirement age is 65.

 

For the moment, the duration of the position is limited to 31 December 2017, but may be prolonged.
