Job mission
Under the authority of the Head of the Democratic Initiatives Department and of the Executive Secretary, acting director of the EICR, the position-holder will carry out the activities included in the Council of Europe’s 2015-2016 Grant Agreement with the European Commission on the promotion of European Cultural Routes.
For this purpose, the Senior Project Officer will be responsible in particular for the co-ordination of activities, for the planning and organisation of all operational activities and for administrative and on-the-ground follow-up under the project.
The duration of the position is one year as from the date of appointment, and may be extended according to the progress of implementation of the Ad hoc grant (September 2015-February 2016).
Key activities
The Senior Project Officer shall perform the following tasks in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality and in close co-operation with the Executive Secretary:
• contribute to the drawing up and updating of project workplans and a calendar of activities concerning different chapters of the description of action under the programme;
• organise activities, participate in project meetings and events and undertake follow-up action as required;
• monitor progress, evaluate results, identify appropriate adjustments, if necessary, and ensure project reporting, including financial reporting, to meet contractual obligations;
• supervise and coach team members;
• prepare reports and other documents related to the project objectives;
• prepare and ensure control and follow-up on budgetary and financial issues related to the project activities in accordance with CoE regulations and procedures as well as partner/donor requirements;
• liaise and co-ordinate with stakeholders (cultural routes, other international organisations, national representatives, private tourism organisms, etc.) on the implementation of specific project activities (eg. training courses, conferences, bloggers’ trips, visibility events, website developments);
• contribute to raising the visibility of the project by disseminating information to those concerned, including using social networks, websites and mailing lists, and ensure adequate information flow between project stakeholders and relevant partners and experts;
• carry out allocated assignments for other activities organised by the European Institute of Cultural Routes;
• undertake official journeys in connection with the activities described above.

Eligibility Requirements
- The local recruitment procedure is open to candidates resident in Luxembourg.
- Nationality: the appointed candidate must be national of a Council of Europe member State.
- Qualifications: completed secondary education followed by an appropriate professional qualification (a university degree in cultural heritage management or similar would be an advantage);
- relevant experience in the implementation of projects, including management of financial resources;
- knowledge of the activities and procedures of the CoE would be an advantage;
- knowledge of project management methodology would be an advantage;
- excellent knowledge of English and very good knowledge of French; knowledge of other European languages, in particular those of the member countries of the EPA, would be an advantage.
