Conditions

The seconded official shall remain in employment or be paid by the member State from which he/she is seconded throughout the period of secondment, and shall receive no salary and no social and medical cover from the Council of Europe. The seconded official will not receive displacement allowance nor reimbursement of travelling expenses by the Organisation as set out in Article 23 of Committee of Ministers’ Resolution Res (2012)2.

Job mission

Under the authority of the Head of the Human Rights National Implementation Division, the seconded official will assist in ensuring the quality and update of the training resources developed in the framework of the HELP Programme and available on the HELP e-learning platform, while respecting the procedures and values of the Council of Europe.

Key activities

The seconded official will in particular: - Contribute to the work carried out by the HELP Secretariat in accordance with time-limits and internal guidelines: o Check the quality and updates training materials and full-fledged model curricula in English, including relevant documents/publications for the HELP Programme; o Coordinate working groups responsible for the development of new curricula and the Editorial Board; o Make HELP presentations to various audiences (mainly composed of legal professionals); o Coordinate study visits of legal professionals to the CoE, including the European Court of Human Rights; o Contribute to ensure the harmonisation and quality of training materials developed in other cooperation projects of the Division (using and referring to the HELP methodology); o Contribute to the smooth organisation of the HELP Network Annual Conference (advice on the substance, communication with the Network, etc.). - Communicate in matters concerning HELP ensuring appropriate information of those concerned: o cooperate and exchanges with other sectors/entities of the Council of Europe when relevant; o ensure regular communication with the HELP Network, in consultation with the Head of HELP Unit; o contribute to the longer-term strategy of HELP, including the coordination of the HELP Consultative and Editorial Boards; o promote the values of the Council of Europe internally and externally. - Organise and/or participate in co-operation activities (contribution to legal opinions; kick-off events to launch HELP courses in the countries) and other events (which may involve missions). - Assist in handling other specific tasks in accordance with the operational needs of the Division and/or the Department (which may include contributions to briefings or concept papers).
