Conditions

The seconded official shall remain in employment or be paid by the member State from which he/she is seconded throughout the period of secondment, and shall receive no salary and no social and medical cover from the Council of Europe.


The seconded official shall be entitled, throughout the period of secondment, to a displacement allowance and travel expenses (cf. in particular Article 23 of Committee of Ministers’ Resolution Res (2012)2 for further information).

Job mission

Under the authority of the Head of the Children’s Rights Division, the seconded official will give focus to the protection of children against sexual exploitation and sexual abuse in the context of the monitoring mechanism of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (Lanzarote Convention and Lanzarote Committee), thus also contributing to the implementation of the Council of Europe Strategy for the Rights of the Child (2016-2021).

Key activities

The seconded official performs the following key duties:


- Contributes to the monitoring work of the Lanzarote Convention by researching and examining relevant legal sources and by drafting legal observations on the situation in Parties;
- Contributes to the organisation of capacity building activities of the Lanzarote Committee with a view to encouraging exchanges of good practices among Parties to the Lanzarote Convention and NGOs;
- Prepares working documents for the meetings of the Lanzarote Committee;
- Contributes to the presentation of the European Day on the Protection of Children against Sexual Exploitation and Sexual Abuse;
- Develops and manages projects / programmes on the protection of children against sexual exploitation and sexual abuse;
- Manages the budget relating to the activities under her/his responsibility;
- Within the framework of the implementation of the Council of Europe Strategy for the Rights of the Child (2016-2021), participates in conferences, trainings and study visits, and prepares briefings, reports and draft speeches;
- Liaises with other operational sectors of the Council of Europe that implement work related to children’s rights, particularly work related to the protection of children against sexual violence;
- Undertakes official journeys in connection with the activities described above;
- Promotes Human Rights and Council of Europe values internally and externally.

Eligibility Criteria

Qualifications:
Higher education degree or qualification, preferably in law, political science or international relations.


Experience:
› At least 2 years of relevant professional experience in the area of children’s rights, with proven and practical understanding of the international children’s rights standards and challenges to their implementation at regional, national and international levels;
› Knowledge and understanding of issues related to the protection of children against sexual violence is an asset.


Language requirements:
› Strong communication skills, in one of the two official languages (English or French) and a good knowledge of the other;
› Drafts clearly, concisely and convincingly in English or in French.


Nationality:
› Nationality of one of the 47 Council of Europe member states.
