FIXED-TERM CONTRACT
Under the authority of the Head of the Cybercrime Programme Office of the Council of Europe in Bucharest, Romania, the incumbent will take responsiblity for the management of capacity building projects on cybercrime and electronic evidence.
Key activities
The incumbent ensures the implementation of project activities and the delivery of results to achieve project objectives through the following key duties:
- takes responsibility for the organisation of all project activities, including administrative and contractual aspects in accordance with the workplan, guidelines, priorities and deadlines;
- adds subject matter expertise to the project as adviser, trainer, speaker in events or the preparation of substantive reports or studies;
- prepares workplans in consultation with project counterparts for approval by the Steering Committee;
- prepares terms of reference for specific project interventions;
- contributes to negotiating and concluding contracts with suppliers, consultants and other relevant parties; monitors the outsourcing and subcontracting of activities;
- coordinates, organises and supervises the work of short-term consultants recruited for individual activities/outputs of the Workplan;
- follows the project budget and manages the financial resources allocated to the project by closely monitoring expenditure in line with regulations, procedures and requirements; identifies appropriate measures and adjustments, if necessary;
- supervises and coaches the work of project team members (recruitment, internal communication, training, objectives setting and appraisal);
- ensures a high quality of reports prepared under the project;
- ensures that contractual obligations are met regarding project reporting;
- ensures project visibility;
- establishes and maintains contacts with counterparts, donors, partners and other relevant stakeholders in view of cooperation and synergies;
- reports to the Head of the Office on results achieved, on further requirements, risks and opportunities; discusses and advises on strategy, in particular regarding complex and politically sensitive issues.

Eligibility Requirements
Only applicants who best meet the following criteria will be considered for shortlisting.
• Qualifications: Higher Education degree or qualification equivalent to a Masters degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area) in law, political sciences or in a related field;
• Experience: At least 5 years of professional experience relating to criminal justice matters, including at least 3 years in matters related to cybercrime, and preferably at international level;
• Language requirements: very good knowledge of one of the two official languages of the Council of Europe (English) and knowledge of the other (French);
• Nationality: nationality of one of the 47 Council of Europe member states;
• Age: under 65 years of age at the closing date of the vacancy notice.

The selection procedure consists of shortlisting, assessment(s), and a panel interview. Assessments may include one or more of the following: ability tests, behavioural questionnaires, job-related examinations, situational exercises, language tests, interviews and full assessment centres. At least one assessment will be eliminatory.
Depending on the number of applicants, the length of the required professional experience may be increased.
Candidates with the best results in the previous stages of the procedure (tests, exams, etc.) will, as a last stage of the procedure, be invited for an interview with a panel.
Following this competition, a reserve list of successful candidates, in order of merit, may be established. This list will be valid for two years with the possibility of extending it to a maximum of four years. It should be noted that placement on a reserve list does not give candidates the right to an appointment within the Council of Europe. The choice of candidates from a reserve list is not made solely according to the order of merit but also takes into account the requirements of the position to be filled and the qualifications of the candidates.
During the period of validity of the reserve list, candidates on the list may be offered employment on a fixed-term contract, which may be renewed one or several times. There is a statutory probationary period of two years.
The compulsory retirement age is 65.
Please note: remuneration for this position in Bucharest is based on the coordinated salary scale for Council of Europe staff serving in Belgium.
