Job mission

Under the authority of the Head of Office and the overall supervision of the Head of the Human Rights National Implementation Division, the Project Officer carries out multiple assignments to meet the overall and specific objectives for the implementation of the project “Support to the reform of the Ombudsperson Institution in Kosovo*”, in co-operation with the donors, partners and other stakeholders, and in compliance with the organisation’s regulations and/or donor requirements.

Note: The incumbent may be required to travel within Kosovo*.
Employment is offered for the duration of project which is expected to end on 15 October 2016.

Key activities

The Project Officer shall perform the following tasks, in close co-operation with the Project team, and in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:

- assists in planning, organising, implementing and follows up on programme activities in accordance with the work plan and its calendar of activities and in close co-operation with local partners and stakeholders;
- co-ordinates the organisation of the activities with the Project Manager and in consultation with the Project Co-ordinator in headquarters by compiling and organising inputs of the various parties involved;
- supervises administrative and logistical support to implement the Project;
- liaises between the national partners and stakeholders regarding the implementation of the Project’s activities;
- reports to the Project Manager on activities in progress and if and when problems occur;
- contributes to the drafting of Project reports in co-operation with the Project Manager and the Project Co-ordinator; prepares and submits any other documentation and reports needed;
- ensures close budgetary follow-up of all activities and expenditures;
- contributes to the efficient functioning of the office, in collaboration with the Head of Office, the Deputy Head of Office and the direct project management.

Eligibility Requirements

This local recruitment procedure is open to applicants already present in Kosovo*.

Qualifications:
Completed full course of general secondary education and appropriate professional qualifications.
A university degree, preferably in law, international relations, social sciences, political science or a related field would be an asset;

Experience:
› At least three years of professional experience relating to the implementation of technical co-operation projects on a European or international level;
Language requirements:
Excellent knowledge of Albanian (mother tongue level);
› Excellent knowledge of one of the official languages (English);
› Knowledge of Serbian will be an adantage
Nationality:
› Nationality of host country or one of the 47 Council of Europe member states.
Age:
› Under 65 years of age at the closing date of the vacancy notice.

The Organisation

The European Court of Human Rights is the judicial body which oversees the implementation of the Convention in the member states. Individuals can bring complaints of human rights violations to the Strasbourg Court once all possibilities of appeal have been exhausted in the member state concerned.
