Job mission

Under the authority of the Head of Office and the supervision of the Head of the Capacity Building and Co-operation Projects of the Directorate Human Dignity and Gender Equality Department of the Council of Europe, the incumbent will carry out multiple assignments to meet the objectives for the implementation of the Project ‘The Istanbul Convention: a tool to advance in fighting violence against women and domestic violence in Ukraine’, in co-operation with the donor, project stakeholders in compliance with the Organisation’s regulations and/or donor requirements.

 

Note: The incumbent may be required to travel within Ukraine and abroad.

Employment is foreseen for an initial duration of 12 months with the possibility of renewal.

 

Key activities

The incumbent performs the following key duties in close co-ordination with the Project management, in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:

  • plans, organises, implements and follows up on Project’s activities in accordance with the Project’s work plan and in co-operation with local partners and stakeholders;
  • contributes to reports and other documents resulting from the activities, as well as thematic and other documents related to the Project objectives;
  • participates in Project meetings and events and undertakes follow-up action in co-ordination with the Project manager as required;
  • provides legal and organisational assistance, including to headquarters-based staff and short-term consultants when carrying out tasks and missions in the field;
  • monitors political, social and legislative sector-related developments in the country to identify opportunities and risks which may contribute to or hamper effective Project implementation; provides briefs to the Project management and advises on suitable action;
  • provides legal advice and organisational support for adjustments to the content and methodology of the work plan and activities;
  • liaises with the counterparts in the beneficiary institutions assigned to the Project under the supervision of the Project management;
  • contributes to processing and checking the expert opinions, training and awareness materials produced under the Project;
  • ensures the implementation of procurement procedures in the context of the preparation of Project activities;
  • contributes to close budgetary follow-up of Project expenditures;
  • carries out other tasks as may be required connected to the Project’s implementation;
  • contributes to the efficient functioning of the office, in collaboration with the Head of Office, the Deputy Head of Office and the Project management.

Eligibility Requirements

This local recruitment procedure is open to applicants already present in Ukraine.

 

Only applicants who best meet the following criteria will be considered for shortlisting.

 

Qualifications:

  • Completed full course of general secondary education and appropriate professional qualifications.
  • A University degree in law, international relations, political sciences, gender studies or in the field of social science would be an advantage.

Experience:

  • At least three years of relevant professional experience in the area gender equality, violence against women, human rights or related field;
  • Experience in contributing to the implementation of technical co-operation or policy-oriented programmes at an international and/or national level;
  • Professional experience in the field of gender equality/violence against women in Ukraine;
  • Previous professional experience in an international environment.

Language requirements:

  • Excellent knowledge of Ukrainian (mother tongue level);
  • Very good knowledge of one of the official languages (English);
  • Knowledge of French would be an advantage.

Nationality:

  • Nationality of host country or one of the 47 Council of Europe member states.

Age:

  • Under 65 years of age at the closing date of the vacancy notice.

Additional information

About the Project in brief:

The project builds on the lessons learned and tools developed under a previous project of the Council of Europe project on this topic. The aim is to continue engaging with relevant authorities and local stakeholders to ensure maximum dissemination and use of the tools developed. The recent adoption of changes in the Ukrainian legal framework, in particular, the enactment of the law on preventing and combating domestic violence in December 2017, are a landmark step in the fight against violence against women and domestic violence and an opportunity for the implementation of the new provisions to be in line with applicable International and European standards, in particular, the Council of Europe Istanbul Convention.

The process of ratification of the Council of Europe Istanbul Convention in Ukraine was delayed in 2017. Nevertheless, the efforts undertaken in the path towards ratification in Ukraine and the Ukrainian new legal provisions provide for an increased national capacity and understanding on the issue of violence against women and domestic violence.

The project is focused on the prevention and support pillars of the Istanbul Convention and it aims at:

(1) preventing violence against women strategically and in longer term and by creating the necessary institutional mechanisms and multi-agency coordination (Article 7 and 10 of the Istanbul Convention).

(2) strengthening the knowledge and capacities of those in charge of supporting victims at national and local level in particular by training professionals (Article 15) to realize the victims’ right to specialized services (Article 22 of the Istanbul Convention) and their right to free legal aid (Article 57).
