Job mission

Under the authority of the Head of Office and the supervision of the Head of Unit on Violence Against Women in the Directorate General of Democracy, the Senior Project Officer will carry out multiple assignments to help meet the overall and specific objectives of the Project “Preventing and combatting violence against women and domestic violence in Ukraine”, implemented in the framework of the Council of Europe Action Plan for Ukraine.
Employment is limited from 1 April to 30 September 2015.

Key activities

The Senior Project Officer will perform the following tasks in accordance with Council of Europe rules and regulations, procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:
- plan, organise, co-ordinate, implement and follow up on project’s activities in accordance with the Project’s workplan and calendar of activities, in close co-ordination with the project team and in co-operation with local partners and stakeholders; reports problems encountered; evaluates projects to identify appropriate adjustments; suggest priorities and adjustments as necessary;
- liaise with stakeholders, project consultants (partners) and beneficiaries (partners/donors) as regards the implementation of project activities, in close co-ordination with the Head of Office;
- prepare reports, terms of reference, contracts and other documents related to the project objectives and activities; provides follow-up of all actions or decisions; contribute to processing and checking the expert opinions, and all other materials produced under the project in Ukrainian; provide updates to the project stakeholders, headquarters-based staff, short-term consultants on the project and related developments within the course of project implementation; prepares and submits any other documentation as required;
- participate in Project meetings and events and undertake follow-up action as required; liaise with the counterparts in the beneficiary institutions assigned to the Project in co-ordination with the Project team;
- prepare and ensures control and follow-up on budgetary and financial issues related to the project activities; negotiate contracts in the most cost effective way;
- undertake missions to the project regions as needed in support of project activities; assists both headquarters-based staff and short-term consultants when carrying out tasks and missions in the field;
- contribute to raising the visibility of the project by disseminating information to those concerned and ensures adequate information flow within the project stakeholders and relevant partners and experts; maintains the project website information flow, particularly in Ukrainian.
- carry out other tasks as may be required connected to the Project’s implementation.

Eligibility Requirements

This local recruitment procedure is open to candidates resident in Ukraine.
Nationality: the appointed candidate must be a national of a Council of Europe member State;
Qualifications: Completed secondary education followed by an appropriate professional qualification; A university degree in law would be an advantage.
Experience: At least four years’ relevant professional experience in the area of human rights, discrimination, gender or a related field, including by contributing to the implementation of technical co-operation or policy-oriented programmes at international and/or national level.
Language requirements: Ukrainian mother tongue (or command of Ukrainian of mother-tongue standard); Ability to express oneself, present and draft clearly, concisely and convincingly in English.

The Council of Europe is a political organisation founded in 1949 in order to promote greater unity between its members. It now numbers 47 member States. The Organisation’s main aims are to promote democracy, human rights and the rule of law, and to develop common responses to political, social, cultural and legal challenges in its member States. However, they all serve to facilitate, maintain and strengthen working relations between the Council of Europe and the national authorities (government and parliament), representatives of civil society, political parties, the media and members of the international community. Their activities allow the Council of Europe to influence legislative and other reforms, to provide expertise in the Organisation's fields of competence and to develop effective training programmes. The CoE Offices co-ordinate initiatives with the UN, the OSCE and EU.
