The seconded official shall remain in employment or be paid by the member State from which he/she is seconded throughout the period of secondment, and shall receive no salary and no social and medical cover from the Council of Europe.

The seconded official shall be entitled, throughout the period of secondment, to a displacement allowance and travel expenses (cf. in particular Article 23 of Committee of Ministers’ Resolution Res (2012)2 for further information).

Job mission

Under the authority of the Head of the Education Policy Division, the seconded official will ensure the implementation of specific activities related to the prevention in and through education of violent extremism and radicalisation leading to terrorism.

Key activities

The seconded official performs the following key duties:
- Develops and implements co-operation activities of the Council of Europe’s Education Programme in particular with a view to the implementation of the Committee of Ministers’ Action Plan to combat violent extremism and radicalisation leading to terrorism;
- Develops and implements intergovernmental initiatives related to the promotion within secondary schools and higher education institutions of the fundamental right to the freedom of expression and its implication for all education actors ;
- Build and maintain contacts with different sectors of the Council of Europe concerned by the issue of citizenship and human rights education and with other intergovernmental organisations and institutions as well as NGOs;
- Organise and participate in meetings in Strasbourg and outside (this includes preparing draft agendas, working documents, memoranda, mission reports, supervising logistic and material preparation as well as meeting reports);
- Supervise studies produced by consultants;
- Ensure administrative management (purchase orders, administrative arrangements), including the delegation of tasks to assistants and supervision of their work;
- Ensure the preparation, quality and dissemination of publications;
- Evaluate programmes or projects to identify appropriate adjustments and to improve working methods;
- Contribute to other Council of Europe activities in the field of education, as required;
- Contribute to the work of the Steering Committee for Educational Policy and Practice (CDPPE).

Please note that the seconded official may be required to perform other duties not listed in the call for candidates.

Eligibility Criteria

Higher education degree or qualification equivalent to a masters degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area) in education, social sciences, humanities, public administration, political science, economics or international relations.

At least 5 years of professional experience relating to one of the above mentioned fields and more specifically the education sector; professional experience in working with international organisations would be an advantage;

Language requirements: 
Very good knowledge of one of the official languages (English or French) and good knowledge of the other. Knowledge of other languages would be an advantage.

Nationality of one of the 47 Council of Europe member states.
